NPL Estates - What Happens Next

What Happens Next

NOW THAT NPL ARE IN POSSESSION OF THE WHITE YOUNG GREEN MINE INSPECTION REPORT THE FOLLOWING STEPS ARE ENVISAGED:

  • Interim report on Technical and Financial feasibility studies being carried out by field leading consultants.
  • Submission of Request for Scoping to Stockton Borough Council to initiate responses to any proposed application from statutory consultees.
  • Final report on Technical and Financial feasibility studies including amendments made following the Scoping Opinion.
  • Initial discussions with local interest groups and statutory consultees

ASSUMING THAT THE ABOVE STEPS GIVE POSITIVE OUTCOMES THE PROJECT WILL MOVE FORWARD TO THE PLANNING PROCESS WITH STOCKTON BOROUGH COUNCIL. THIS WILL INCLUDE BUT NOT BE LIMITED TO:

  • Commission Environmental Impact Assessment
  • Commission Traffic Survey
  • Embark on public consultation process

NPL WOULD PROPOSE TO UNDERTAKE A SERIES OF PUBLIC EXHIBITIONS WITHIN LOCAL COMMUNITY INTEREST GROUPS AS WELL AS TO THE WIDER COMMUNITY TO ALLOW PROPOSALS TO BE VIEWED AND COMMENTED UPON.

  • Commission Planning Application

IN ADDITION TO THE PLANNING PROCESS, NPL WOULD ALSO REQUIRE AN IPPC PERMIT FROM THE ENVIRONMENT AGENCY TO RUN THE FACILITY. THIS PROCESS WILL REQUIRE DETAIL REPORTS AND ASSESSMENTS TO BE PROVIDED TO THE EA IN REAGARD TO THE ENVIRONMENT.

NPL’s web site will continue to provide up-to-date information and progress on the project.

Working In Partnership

NPL is a champion of the partnership approach. In the case of the Hillhouse site at Thornton-Cleveleys in Lancashire, NPL have been working in partnership with Wyre Borough Council and have managed to attract over 1100 new jobs to the former chemical works site in under 3 years following a substantial investment programme and close working relationship with the Community through the Hillhouse Steering Group.

Pivotal to the success of a project, is the partnership between developers and the local community, and a truly successful development is one which meets the aspirations of the local community. It is inevitable that new development will bring some negative impacts to some local people, but the key is to identify these impacts, mitigate for them and provide a significant benefits programme to outweigh the impacts.

Working with the Community

NPL and Thornton-Cleveleys Football Club are celebrating a five-year association. The partnership has delivered a new clubhouse, changing room facility and pitches, as well as new kit emblazoned with the NPL logo.

Community Benefits

Through comprehensive consultation and design, NPL seeks to minimise the potential negative impacts of developments and maximize their benefits. The Anhydrite Mine project if successful, could deliver hundreds of thousands of pounds of Landfill Tax contributions may be used to support community schemes in the Billingham area each year over the life of the scheme. Once operational, the site will provide in excess of 30 full-time jobs which will be advertised locally. If successful, NPL would seek to make a positive contribution to the local community for the life of the site whether geared towards employment prospects for local people, sponsorship of community sports clubs, environmental improvements in the local area or simply providing support for local initiatives.
